As part of a COL-UNESCO initiative on "Taking OER beyond the OER Community: Policy and Capacity", the Commonwealth of Learning (COL) and the United Nations Educational, Scientific and Cultural Organisation (UNESCO) hosted two very successful capacity building workshops on Open Educational Resources (OER) on April 28 and May 3 2010. A further two will be held; Bamako, Mali on 4 October 2010; and Kochi, India on 23 November 2010. As part of the unfolding process THREE online discussion forums will be held over the coming months. These forums, which will have objectives similar to those of the two workshops, will address a range of issues such as (1) Why do HEIs have to invest in OERs?; (2) What works and what does not, and under what conditions?; and (3) copyright and the development and re-use of OERs. The rationale for these online discussions is to further raise awareness, on the one hand, and to promote informed discussion and debate, on the other hand, both of which can contribute to promoting informed decision making on the part of stakeholders in Higher Education. There is, however, a greater need to open the debate to a larger body of informed stakeholders around the globe so as to have the best possible inputs.
